Bulgaria presently has two nuclear reactors functioning to supply for the country’s 35% of electricity needs. Electricity consumption in Bulgaria has increased year after year since the setup of its first ever nuclear plant, with the country also being a significant exporter of power. However, with the closure of two older nuclear units at the end of 2006, electricity exports have dropped slightly.

Government commitment to the future of nuclear energy is strong, though finance is lacking. Construction of a new nuclear plant was planned, but instead, a third 1000 MWe unit will be added to the present plant. Electricity shortages in the Balkan area have become acute since early in 2007. Apparently the two reactors could be brought back into operation in six months. Bulgaria’s EU accession agreement says that in a national crisis the country has the right to resume power generation at Kozloduy 3 and 4.

Early in 2010, a joint assessment by Kozloduy and Spain’s Iberdrola reported that a seventh unit at the site would be viable, and the government is considering this, and a possible eighth unit, independently of plans for Belene. Westinghouse and GE had expressed interest in the project, using the AP1000 or a GE design respectively, but as of March 2012 the seventh unit will comprise what was to be Belene 1, an AES-92 plant supplied by Atomstroy export.

A ten-year grid plan published in 2011 by Bulgaria’s Electricity System Operator envisages investment of 390 million pounds by 2015 to connect up to 1800 MWe of wind and 600 MWe of solar capacity to the country’s transmission grid, and over 300 million pounds in the succeeding five-year period if the planned Belene nuclear plant were to be built. Forecasting very little growth in domestic demand (maximum 5400 MWe – 15% – to 2020), the plan makes it clear that Belene’s 15 billion kWh/yr would have been largely for export.

An upgrade and modernization program for the V-320 units 5 & 6 extended to 2006, but there is no great concern about the safety of these units, which conform well to international standards. The units are currently licensed to 2017 and 2019, and there are plans to extend their operating lifetimes beyond the current 30 years to 50 years.
