Kazakhstan is situated in an unstable region, bordering weak Central Asian republics such as Uzbekistan and near war-torn Afghanistan. Kazakhstan has a major plant making nuclear fuel pellets and aims eventually to sell value-added fuel rather than just uranium. It aims to supply 30% of the world fuel fabrication market by 2015. The government is committed to increased uranium exports, and is considering future options for nuclear power.

Kazakhstan has been an important source of uranium for more than fifty years. Through the period of last 10 years production rose from 2022 to 19,450 tons U per year, making Kazakhstan the world’s leading uranium producer. Mine development has continued with a view to further increasing annual production by 2018.

Capacity is around 25,000 tU/yr, but in October 2011 Kazatoprom announced a cap on production of 20,000 tU/yr. Of its 17 mine projects, 5 are wholly owned by Kazatomprom and 12 are joint ventures with foreign equity holders, and some of these are producing under nominal capacity.

Kazakhstan is of interest for international companies working in power and related industries. With a view of maintenance of stable and reliable energy supply of Kazakhstan, the Government has accurate vision of the development of the country’s power sector-modernization and construction of the new heating and power facilities; the development of the alternative energy sources, energy savings and energy efficiency development; the development of nuclear energy and construction of nuclear station by 2020.

For realization of these goals, the law on using of alternative energy sources was adopted in 2009; the Law on power saving is under consideration of Parliament; research for construction of nuclear station is conducted. Also, for stimulation of investments in power sector the Government of Kazakhstan accepted the program on increasing the prices for electric energy till 2015.

Due to this program 36 investment contracts were signed in 2009. Plans for nuclear plants including large light water reactors for the southern region, smaller units in western parts and smaller cogeneration units in regional cities have been under discussion for several years. In 2010 a trio of Japanese companies signed a memorandum of understanding on a feasibility study for the construction of a nuclear plant, with Lake Balkash in eastern Kazakhstan mooted as a likely location for a plant based on advanced boiling water reactor technology.
